What is a "No Visa"?

Question
I am Korean. According to a recent newspaper article, when Korean tourists come to Japan, they do not require a visa any more. I would like to know the present situation of the so-called No Visa and in what circumstances we can enter Japan with the No Visa.

Answer
As for the short stay visa (less than 90 days) for those who come to Japan for sightseeing and on business the governments of Japan and Korea agreed to exempt visas for Koreans who come to Japan only for sightseeing during the Aichi Exposition (Mar. ~ Sep. 2005) at their top conference in December 2004. After that, the system has been extended for five months until the end of February 2006. Now, Koreans are permanently exempt from requiring visas to enter Japan. Korea is the sixth country in Asia next to Singapore that has this arrangement. Here, I will explain the cases in which you can enter Japan with the No Visa.

1) Those in countries and regions where visas are exempted
The normal visa exemption system has been in operation between Japan and 62 countries and regions. People in those countries and regions can apply to enter Japan without obtaining visas (that is, with a No Visa) in the case of being eligible for short stays for the purpose of sightseeing and/or recuperating. However, if you engage in activities in which you receive money, you will require a visa.

2) Those with reentry permission
In the case that you have left Japan with reentry permission, and you are going to come to Japan again, you will not need to obtain a visa.

3) Those with special landing permission
There are two types of permission: ?landing permission and transit landing permission. Passengers on planes and ships are permitted to land without a visa only for a temporary period.
